Thanks LII2!
Alright so, here's what I'm able to make out. (Blas indicate words that I couldn't makeout)
Dear Lilly;
There are two sides to everything; bla bla bla bla Think you'll find satisfactory. Suffice bla bla bla bla. No way I could have stayed with your mother, bla, and ?survived? in that ?house? You'll always bla bla me. I was a ?lonely? father bla I got bla bla bla. To figure out how I ?mixed? myself. I want bla bla to undo the damage bla bla bla bla. To be the dad who ??hugs?? you. Bla bla to ?show? you how to side up. There bla bla to reconnect along the way...
and that's all I could get without having my brain explode.
So in short the letter seems to be an explanation letter from Paul to Lilly.

Someone was able to transcribe more for me..
Dear Lilly,
There are two sides to every story neither which I think you'll find satisfactory. Suffice it to say, there's no way I could've stayed with your mother and survived. In that sense, you're already stronger than me. I was a lousy father. When I got ..... enough to figure out how much I missed, it was too late to undo the damage. Much to my regret. I'll always be the Dad who bought you a bike but .... you how to ride it. There were a few ...... to reconnect along the way .... your .... path by then. Your own woman .... great kid. I've missed so much .... I am sorry. Not only to you ..... All these times you need ..... you. I feel right ..... I'll never .... day at ....

Ahh, that's a lot clearer than I what I wrote.
oh crud you caught me! Whatever shall I do? ;D
Hmm and, I'm surprised that nobodies brought up the water theme in relation to Lilly. Now correct me if I'm wrong but, I only recall one other person in the entire series to fall into a river and survive. That person being that one woman from "Best Friends" If this is the case then Lilly could be the second person in the series to survive a crash into the river.
Hmm and, water tends to have a theme of purification and rebirth.
Oh! When Lilly's talking to Scotty during that one scene; there's a part where she goes "I was 29 at the time" can anyone state what year that would be?

@rev- I just thought of that episode as well, but I think for Lilly age of 29 was probably in the early to mid 90's , if she's around 39 -40 years old.

I just read the 'Lilly Rush' database thread and, it says that Lilly joined homicide in 1999. So if she were 29 then (or in '98) then she would be 39 - 40 now.
Hrmm.

I don't think she'd be any older than 40 ( KM's age), but I don't think she was working in Homicide but more as a rookie back then. According to what Lilly told Scotty, her first partner in Homicide was " Fulcrum", so this pre-homcide for her.

This also reminded me of Kathryn's Movie" Mindhunters" with her in the water. Hmm was one of the writers a fan of it??

Oh my goodness that was soooooo freakin good. I voted it one of the season's best. Nail biter and I couldn't sleep because I kept thinking about the episode and trying to think about what's going to happen next week. My count down began and now I'm at 145.5 hours biting my nails every freakin second. I'm also thinking it has something to do with the unmentioned Jew from the "odd squad" as The Reverend Bizzare mentioned, but the Commandant had to have been in on it to. I hope he gets his butt hauled off to jail by DETECTIVE Rush. Could the Jew in the odd squad be Gardner.

without mentioning any spoilers, I doubt Lilly's going to be hauling the guy away. After being thrown off a bridge into water, it's unlikely. ( No spoilers). We never know..

I hate the commandant so I hope it's him that's the "doer", but probably not...It would be too obvious.
*sigh* one can only dream....

I also voted excellent, I thought this was a better episode than " Stalker" I felt Stalker was better but let's see what happens with Into The Blue Oh, it sucks that Lilly got ran off a bridge.....I don't know who did it, but it could be any of several people at that academy. My money's on Michael Ironside's character. My money is on Laurence Hmm. And wasn't it mentioned that the oddballs were "the female, the black guy and, the Jew"? Can anyone state the names of the two males in that group? Keith was the black and the Jew... Could the Jew in the odd squad be Gardner. Gardner? 2 people voted hated it/ why? can an admin check who voted for it why does that even matter? Can't I even post my own opinion! I just wanted to know... ArghhI just read the 'Lilly Rush' database thread and, it says that Lilly joined homicide in 1999. So if she were 29 then (or in '98) then she would be 39 - 40 now. i knew it without mentioning any spoilers, I doubt Lilly's going to be hauling the guy away. After being thrown off a bridge into water, it's unlikely. ( No spoilers). We never know.. hauling who? Ideas & Thoughts During the episode: -Did not like the intro and Music -Cooper sent her a letter -Frankie looks ugly -Directed by Roxann Dowson? Good! -You better find this song of a b*tch before I nknow -She cut her hair! -That Lawrence looks suspicious! -I'm glad we don't have Army in here -Again Lawrence? he looks suspicious!!! -Poor Lilly! She suffered -A Boyfriend? -Kat Miller & ADA Bell??? Oh yeah! Oh yeah! a date! she said yes! -Frankie looked like a soap-opera villain... how awful! -The backbone of the institute? Lol -He's intimidating Lilly! -Flashback inside a flashback! -Who was it? -That was assault! -I gotta find my own battles! Good -Lawrence!!! I knew it!!! -Final different montage with words and everything -Nice cliffhanger the Car accident! I can't wait to know what happened
CONCLUSIONS -Did not like the music -Slow episode for me -Good acting Kathryn Morris! -I voted for good. Did not like it too much but it was good.
ONLY QUESTION -What exactly Harris did to Lilly? -The phrase "The long blue line"; does that have a special meaning?

Harris teased Lilly about everything, but she just rolled with it and he left her all by herself when she went to pick up a 6 foot 4 methhead. Meaning she had no backup.
The titles doesn't have a significant meaning, but it could mean danger ahead you know with Lilly going into the river so to speak. I doubt it's lawerence it could jus be setup.

Thanks LII2 But in other police TV Shows they always mention"lines" There was a cop-related episode of the mentalist called "The thin red line" and now CC with "the long blue line" makes me think that lines and blue and red have something to do with police & army

I wouldn't look hard into finding out this eduardo, somethings you have to just let go. There's not going to be any meaning in this title.
I did like the music, went well with the episode.

Oh but Lilly did mention in one interview! Like "you crossed a long blue line" that's the reason why I thought it had something to do

I don't think so, she was just trying to get Keith to talk.
