That doesn't sound familiar off the top of my head; do you happen to know anything more about it, like what time frame it ran in (90s, 00s, beyond, etc.?) or any other plot details?

About 4-5 years ago they used to show the cartoon on weekends on CBS Saturday mornings when they were showing Rugrats.

It sounds like it is. I was looking through those links and found the reference to Slavic/Russian and it makes sense since Arnold lives with his Grandparents.
