I was just wondering if someone can point me to the cartoon that ran, probably on Nickelodeon, that had an old man and woman (married) and they sounded like they were from Russia or the old country.

That doesn't sound familiar off the top of my head; do you happen to know anything more about it, like what time frame it ran in (90s, 00s, beyond, etc.?) or any other plot details?

About 4-5 years ago they used to show the cartoon on weekends on CBS Saturday mornings when they were showing Rugrats.

You're welcome! I hope it is the right one. It sounds like it is. I was looking through those links and found the reference to Slavic/Russian and it makes sense since Arnold lives with his Grandparents.
