I got this idea yesterday. A thread to gather all the true facts that we know about Lilly. I've been working on this all morning and so far I've been able to come with this info. If anyone remembers anything else, please post so I can add to this list, indicating the episode the info is from (so we can guarantee it's real).

From episode 1.04 “Churchgoing People”
Lilly grew up in a Philadelphia neighborhood called Kensington.
Lilly's mom is sick, and Lilly takes care of her.
From episode 1.06 "Love Conquer Al"
Lilly drinks from a blue mug that has a yellow inside (also seen in episodes "Disco Inferno", "Discretion", and others). Click here for a picture of the mug.
From episode 1.08 “Fly Away”
Lilly’s mother is named Ellen Rush.
Ellen Rush had two dependants (Lilly and other sibling). They all lived from welfare (case number 4228).
Ellen Rush had a drinking problem.

Lilly has a sister.
Lilly’s mother is sick (Lilly has to go on a pharmacy run), but her illness isn’t revealed.

Lilly has two cats. An orange one named Olivia (who only has one eye) and a white one whose name wasn’t revealed (and who only has three legs).

It’s not very clear but from this episode we can gather that Lilly was once in some kind of trouble when she was younger. She says to Sean, the boy she’s interrogating, “I wanted everything too! But I was too proud to ask for help for way too long.”

Up to that point Lilly had never killed anyone on duty.

Lilly's last homicide case before she switched to cold case investigations was the Lincoln's murder, which was solved in this episode. Lilly left the original investigation in the beginning and Det. Vera took the case.

Lilly’s sister is called Christina (she appears for the first time in this episode).
From episode 2.09 “Mindhunter”
Lilly was the victim of a violent crime when she was a kid. She fought back against her attacker. That event inspired her to become a cop.

Lilly was once engaged to a guy named Patrick.

During an interrogation, Lilly tells how she used to clean up her mom and tuck her into bed when she got home drunk. Lilly also tells that on those moments her mother would tell that she loved her, and that she would do anything to hear that.
