It's an old case of Halloween of 1938, The radio is playing, Orson Wells' "War of the Worlds". It's also the 100th episode of Cold Case

The victim is 33 year old wife and mother Audrey Metz, strangled to death and dumped in a well. The case does indeed revolve around the "War of the Worlds" broadcast, but it also focuses on the struggles of the Depression.
In terms of the detectives themselves, this looks to be a Vera-centric episode. Toni makes her reappearance here and it's clear Nick really misses her.

-Hoo! Big 1-0-0!! ;D OMG this sounds super cool. Love these Halloween eps, and I really enjoyed "War of the Worlds" movie (w/ Tom Cruise), so this sounds VERY interesting! ;D And OMG I'll prob cry if Vera starts that pitiful look when he misses someone!

Yup, sounds pretty cool. The broadcast, a halloween special, had some impact in that time, though wide spread panic is more of an urban legend than true. But people got confused and there had been a few reports of panic (it's an interesting piece of media history). If anyone wants to get a bit prepared and listen to the broadcast of 1938 themselves, here is a source for it.
