It's a 1998 case. A 15 year old girl named Carrie Swett is the victim. It looks like she had a "bad reputation"- that she slept with boys in her class because she wanted them to like her and then they were cruel to her. So sad. And "That woman" in the title is a Monica Lewinsky reference, for starters.
Scotty's problems with the IAD guy are in this episode. And it really looks like Lilly's still not over the shooting. Stillman is worried about her.

Wow, sounds like another good episode. I can't wait to see how it plays out with Lilly, poor thing.

I've told you all I know about Scotty- as I said, I'm pretty sure that the scene between him and the IAD officer that I described in the Thrill Kill thread happens in this episode.
As for Lilly-it looks like she did something in Thrill Kill to make Stillman worry about her. She apologizes, but I don't know what for. She's going to be in counseling. That's all I know!
