This is a 2002 case. Victim is Madison Wright, 13, a kid with a bad family situation shot in the chest while at school and right after the boy she liked had just asked her to be his date for the Valentine's dance.
Also, Vera gets dumped by this girl Toni, he was seeing. And Miller's somehow connected to the case because it dates back to her undercover days in narc.

And anyone know the reference to the title 8.03am.

I think that's based on one of the characters who was checking his clock when the murder happened.

from tvguide.com
Two teens, one a preppy 13-year-old Chestnut Hill girl, the other a 15-year-old North Philadelphia boy who is a drug dealer, are both shot to death on the same January day in 2002 at 8:03 A.M., outside of different schools. The cold cases haunt Miller because it's the fifth anniversary of the shootings and she was the one who found the dying boy. She believes the cases are connected, but Lilly doubts that they are related.

This ep sounds really good. I'm looking forward to the Miller connection / delving into her past days as an undercover, etc. I've been interested in learning more about her - both personally and her days before joining homicide (especially as she was shot on the job). And, of course, U2 ...
