Absolutely!!!!!!
It's the personal dramas that keep me coming back every week. To me, the cases are just background. Let's hope the writers can keep a balance that will make all of us happy.

Some more info from Tvguide.com
The 1948 death of a miner is investigated after transit workers find his body in a service tunnel five stories below a river while expanding the subway system. The probe reveals that the man was a union leader who may have butted heads with management in a labor dispute. The deceased was also a married white man in love with a widowed black woman. Also, Lilly feels uncomfortable when Joseph tells her that he loves her.

Full summary and cast list from the futon critic:
WHEN THE SKELETAL REMAINS OF A MAN FOUND IN A SUBWAY TUNNEL ARE LATER IDENTIFIED AS A MAN WHO DISAPPEARED IN 1947, THE COLD CASE TEAM RE-OPENS THE CASE, ON "COLD CASE," SUNDAY, OCT. 8
"Sandhogs" -- When the bones of a man found in a subway tunnel are identified as a sandhog miner named Donavan who disappeared in 1947, Lilly and Valens believe that he may have been murdered, on COLD CASE, Sunday, Oct. 8 (9:00-10:00 PM, ET/PT) on the CBS Television Network. David Von Ancken directed the episode that was written by Greg Plageman.
During 1947, the rumor mill was abuzz about why Donavan went missing. Maybe it was because of his attempt to unionize his fellow miners or his public affair that didn't sit well with the locals. There was a long list of suspects, including the owner of the mining company who wanted to stop the impending strike, and a fellow sandhog who wanted nothing to do with fighting for anyone's rights. Meanwhile, Joseph tells Lilly he loves her.

thank you KouFax, interesting article
Here's is the article from etonline.com
In a new timeslot, the fourth season of "Cold Case" is off to a strong start, premiering as the ninth most watched show of the week with 16.3 million viewers. In this Jerry Bruckheimer drama, a team of detectives solve past murder cases that have gone unsolved, i.e. "cold," in Philadelphia. Kathryn Morris, who plays Detective Lilly Rush, is positive about the show's move from 8 to 9 p.m. on Sundays, following its new lead-in, "The Amazing Race."
"I love 'The Amazing Race.' There's a lot of energy there, and I think 'Cold Case' is really getting a lot more action. To be followed by 'Without A Trace' at 10, I'm really excited about it," Morris shares.
Morris, who literally let her hair down in season two, also reveals that the characters' personal lives will be explored in more depth this year. Fans already witnessed one instance, when Lilly was shown in bed with Joseph (Kenneth Johnson), the man she met in the season three finale.
"We're really getting into the personal life of Lilly Rush this year," Morris divulges. "We're going back to some of the classic Lilly Rush moments from the beginning of the series, and, also in the same way, delving into the evolution of her discontent and hope. I'm very excited about this season. We're also going much edgier, and I think the season definitely is going to prove to be very fulfilling for the audience."
Meanwhile, Danny Pino (who plays Detective Scotty Valens) says that the audience is going to see "a darker side of Philadelphia" this season, and that a secret from his character's past will surface.
Tracie Thoms, who joined the cast in season three as Detective Kat Miller, also weighs in on what fans can expect this season regarding her character.
"We talked about how she was shot in the past, so [we'll find out] exactly what she did with narcotics, and the circumstances under which she was shot will come up," Thoms explains.

@ Koufax and LII: I have copied your info to the Season Four Spoilers thread because the info is generic season 4 spoilers and not pertaining to this particular episode. If all discussion relating to this article could be held on that thread, I'd appreciate it. Thanks

Calm down everyone. I'm sure it's likely to all change anyway, but personally I'd like some Ray closure since that was the main objection of the last time we saw him. It's totally understandable that 2 guys would want Lilly. I mean she is pretty damn gorgeous!! I'll accept whatever the writers give and love it I'm sure. ;D LOL! Well said, Sonny. On paper, this possible triangle doesn't soond too promising to me either, but I've learned to not pass judgment on this stuff until I see it. Many upcoming plots have sounded not-too-promising before and then turned out to be great when I saw them play out. I have faith in the show and the writers to do right by this storyline, the characters and the integrity of the show. I'm not worried. I was a bit worried that the tunnel looked like a mining operation. Mines are located over in Western and Northern PA, not here in the Southeastern corner. So it's a transit tunnel.... duh! Okay. Makes sense. All I have to say is Hooboy. Ray comes back and Joseph drops the L-bomb! A whole bunch of yayness happening over here (even though Aus won't be getting those eps for a while grrr). "L-Bomb"?? Ha ha ha.... Meanwhile, Danny Pino (who plays Detective Scotty Valens) says that the audience is going to see "a darker side of Philadelphia" this season, and that a secret from his character's past will surface. "A *darker* side of Philadelphia"?? How much more are they going to trash this city?

According to my newspaper's tv guide, it says that Lilly gets a surprise from Joseph. Wonder what that will be?? Ooh tonight's episode is looking good.
