Looks like this will be a 1978 case.

Thanks again to ColdCaselover over at Source#1for this episode description. No "Josie chippy" listed in the credits??? And Lilly and Jeffries investigating together again. What's happened to scotty i wonder??? Why aren't him and Lilly working together??? So many questions.
LILLY AND JEFFRIES RE-OPEN A 1978 MURDER CASE SEEMINGLY INSPIRED BY THE MOVIE "HALLOWEEN," ON "COLD CASE," SUNDAY, OCT. 9
"Bad Night" -- Lilly and Jeffries re-open a 1978 murder of 21-year-old Angus after his mother finds a letter that suggests he was killed by someone he knew and was not a random victim of copycat killings inspired by the movie "Halloween," on COLD CASE, Sunday, Oct. 9 (8:00-9:00 PM, ET/PT) on the CBS Television Network. Kevin Bray directed the episode that was written by Andrea Newman.
The letter, dated the day of his death, was from Angus' friend Vicki who wrote that he should keep his wedding proposal to her a secret because he could be in danger if anyone found out. Six months prior, Angus and Vicki were involved in a car accident that left Vicki permanently paralyzed and everyone blamed Angus. Craig, Vicki's boyfriend at the time, denies any wrongdoing but is first on the list of potential suspects.
Lilly Rush: Kathryn Morris John Stillman: John Finn Nick Vera: Jeremy Ratchford Will Jeffries: Thom Barry Scotty Valens: Danny Pino Donna (1978): Alissa Dean Angus (1978): Jonathan Murphy Vicky (1978): Hillary Tuck Alex (1978/2005): Dennis Garber Craig (1978): Dave Power Elena (1978/2005): Mimi Kennedy Vicky (2005): Caryn West Ian (2005): Gareth Williams Ian (1978): Tony Daly Craig (2005): Dan Warner Devon (1978): Jordan Moser Young Patrolman (1995): Jason Arden Devon (2005): Kyle Reed Older Fireman (1978): Brian Jude Leahy TV Anchor: Maria Quiban

Thanks again Sonny! I wonder what's the deal with no "Josie chippy" Sutton and these Lilly/Jeffries pairings. I'm not complaining of course.

How reliable are these sources??

Well it seems a whole lot of sources have been saying the one who's name we shall not say is a guest star and these episode descriptions are coming from the same source with some saying she is in it and others saying she is not, so it is looking at the moment like she is a regular guest star more than a permanant cast member. But like I said before we shall soon see when the credits role!!

When they announced that she was gonna be a regular, I thought, "OK, they are adding a hottie to the show so they can promote the heck out of her." But they aren't promoting her appearance AT ALL other than the "guest star" mention on the CBS website.
So now I'm thinking... "they added her as part of a story arc that they're going to stretch out over the season." AND... I think that the arc does have a specific ending that the producers have already decided on, and that was specifically designed for the "Josie chippy" character; if it doesn't end badly for JS, she might graduate to the regular cast at the beginning of next season.
Personally I'm going for the "Star Trek" theory --> there's always a new guy you've never seen who beams down to the planet with the regular cast. You know he's the one who's going to get eaten by the monster, zapped with a phaser, etc, because they would never kill off the original cast members.
