Lilly Rush and Scotty Valens re-open the 1997 murder case of 20-year old Matt Mills, who was found shot near Atlantic City. He'd been robbed of the 3,000 dollars he'd won.
At first, the two suspect that the killer was a petty criminal whose truck's stops matched locations where similar to murders occurred. The suspect owned a gun that was the same caliber as the gun that fired the bullet that killed Matt. Evidence, prints matching his boots and rug fibers found near some of the murder scenes, link him to two of the murders, but not to Matt's.
Lilly is not satisfied as they have still not found Matt's killer. Further investigation leads them to a convenience store owner who may have had it in for Matt, because Matt and his cousin Blaine robbed the man's store a few years before Matt's murder. They discover that the owner lied about his whereabouts, what he was doing that night of the murder, and the fact he owned a gun of the same caliber that killed Matt.
Valens' rough interrogation leads the owner, who is Russian, to believe they will kill his son if he does not confess. He tearfully confesses, but that also turns out to be a dead end.
We finally find that Matt's cousin Blaine was with Matt in Atlantic City the day of his murder. Blaine eventually confesses that he was planning to rob the Casino they were at, but Matt, reformed after the store robbery, was going to rat him out. Later that day, Matt was hitchhiking, and Blaine apologized and picked him up. He pulled a gun, ran him into the woods, and shot him after telling him how he only needed one break to move up. He shot Matt, and took his money.
We then see the epilogue, Blaine's arrest, and closure for Matt's parents and friends.
