To complement both your questions, the very first shot of Lilly looking up from a car (where the words "Cold Case" comes flying out) is also from the show's pilot. So in order, there's three shots from the pilot in that opening sequence:
1) Lilly looks up from a car and the title "Cold Case" flies towards the viewer,
2) A man confronts Lilly in the parking lot of the Philly PD headquarters,
3) Lilly escorts an arrested person from the police car to the station, in the rain.
I've posted this before, but its buried somewhere and since you folks have brought it up....
I think these three shots are meant to symbolically represent the whole show. Automobiles and anything Automotive tends to represent Crime (or Sin), and Water tends to represent Personal Change in individuals. So the first scene where Lilly looks at a
car represents Lilly investigating crime. The second scene of Lilly and the person in the
parking lot represents Lilly confronting criminals and suspects. The third scene where Lilly escorts an arrested suspect from the
police car in the
rain represents the third stage, Arrest, and the personal change Lilly goes through in the whole process.
